Research Project Proposal: Public Safety in Fulton County, Georgia

     We are proposing to examine the public safety as a public good in Fulton County, Georgia. Public safety is being provided by the Fulton County Board of Commissioners a government provision unit and produced by the Fulton County Police Department a government production unit. The Fulton County Board of Commissioners is the primary government provision unit for public safety and meets regularly at 141 Pryor Street SW, 10th Floor Atlanta, GA 30303. The board has seven elected commissioners who are members of the government provision unit.  The Board makes public safety ordinances laws/legislation, including the Fulton County Alcoholic beverage License Ordinance, the Fulton County Police Impound Recovery Ordinance, the Fulton County False Alarms Ordinance.  The Fulton County Police Department is charged with producing ensuring public safety. The Fulton County Police Department is located at 4701 Fulton Industrial Boulevard, Atlanta, Georgia 30336 (http://www.fultoncountyga.gov/police-home).  The Fulton County Police Department is responsible for addressing public safety concerns within jurisdiction of the law for Fulton County, Georgia.  Members of the Fulton County Police Department are Chief of Police Darryl Halbert and Commander of the Administration Division Major William Yates, interface and work collaboratively to manage T the Fulton County Police Department.  

We will examine the role of the Police Department of Fulton County. (http://www.fultoncountyga.gov/fulcohome) in the production of Public Safety public safety as a public good in Fulton County, Georgia. The Fulton County Police Department is a local government production unit because it implements produces the public safety ordinances legislation or codes legislated provided by the Fulton County Board. Appointed employees of Police Department of Fulton County a government production unit include Gary Stiles Fulton County Police Chief, Darryl Halbert Fulton County deputy chief, and Marvin A. Arrington Jr Fulton County Sheriff.

According to Ostrom. 1990, public goods have necessary catachrestic which is joint of consumption in contrast with toll and private goods. Public goods are non-rivalrous and non-excludable. Public safety in Fulton County is a public good that is considered non-rivalrous because when multiple people within the jurisdiction of Fulton County enjoys the public good at the same time, which is joint use. Moreover, Public safety is non-excludable, because there are no known conditions that have to be met by residents and nonresidents of Fulton County in enjoying public safety within the county. Nonresidents visiting Fulton County are not prevented from experiencing public safety in the county difficulty exclusion.
