Moving from Maintenance management contracts to facility
contracts resulted in a greater cost reduction of operation with the
maintenance of same quality values.
Additionally, the recent introduction of a facility management
guide provides guidance and a knowledge base for FM operation teams so to
perform their functions efficiently. The implementation of commissioning and
Handover procedures have improved the communication bridge between project and
FM teams. Such procedures have actually played an important role in optimizing
the communication and covering the flaws that were present. Other than this, it
is also a strong and powerful quality tool in assuring that systems together
with equipment are commissioned to be approved for commissioning codes. It also
ensures that associate building documentation is proper and well compiled.
Even though it
is so efficient, there are still some issues or challenges which were observed
during the handover and initial operation of new facilities which would result
in unnecessary addition maintenance capitals. Furthermore, these challenges
which were experienced by Director of facilities can be summarized as follows;
1. No maintenance space is provided in some of MEP installations
which would result great difficulties in carrying out PPMs. Due to this space,
the processing of PMMs would become not only tougher but it would in result in
the event of breakdown of equipment.
2. Another issue that was found is that there are some
materials are not installed according to the specifications and approved list
of RE materials.
3. There was yet another challenge that was present and it was
all because of the delay of contractors in attending snags in the given short
period of time. This duration was specified after commissioning and handover.
- An important
issue that was determined what the absence of thorough training. No
training was offered during the procurement of materials and specialist
equipment. Due to it, there is a continuous dependence on suppliers for
specialist guidance and maintenance.
- The last
challenge was the tendency to raise the cost of FM contracts.
Since it was
more than just a little important to overcome the above stated challenges, it
was considered to review the quality tools and systems which were implemented
in the life cycle of the facility in a format of Workshop. Simply put, the aim
was to include the team of FM in initial phases or processor of the facility.
Quality in the life cycle of the building is actually obtained
through the implementation or application of several techniques, tools,
methods, concepts, and principles of quality control along with their
applications to their several subsystems or activities at difference life cycle
of the facility. It has been determined that the implementation of quality
tools has a significant impact on the reduction of cost. Moreover, it plays an
important role in completing the scope of the work according to the concise
operation strategy.
Following
points were intended to be discussed by the workshop:
1. Other than this, quality techniques and tools at the stage of
design actually includes the tools which are: Usage of the model of BIM with
the application or implementation of Value engineering in the stage of design.
Both these are quite effective and that is why they were chosen.
2. The workshop also intended to discuss quality techniques and
tools at the stage of tendering along with the selection of methods and
techniques of procurement.
- Another
element that the workshop intended to discuss was all about quality
techniques and tools which were being implemented in several levels or
stages of the phase of construction of the building like six sigma and
lean approaches along with how the present techniques are compared to the
conventional techniques with their added value to the building.
- Commissioning
and Handover as a quality approach to commission the building to Approved
commissioning codes and standards along with assuring the compiling while building
documentations including operation manuals and as construct drawings to
Approved standards and layout for ease sustainable reference.
- FM
contracting stage, and the added value of implementing the FM tendering.
Quality controls techniques in FM contracts and this includes
KPI, Maintenance audits, energy audit, and PPM checklists.
