systems which will able to be applied by using the latest technologies.

for this issue to occur. In addition to this, there is still a lack of
integrity and credibility of data entered in the system that will provide the
databases for the experts and scientists (World Health Organization, 2005).

good and greater achievements of the Haya water in the several operational
areas such as; the areas of the management and execution and planning of the
waste water project in the Sultnatae of the Oman.
In 2014, the responsibilities has
been assigned to the Haya water by the government for the management, execution
and planning of the facilities of the wastewater in all governorates excluding Dhofar at where Haya Water took over
the waste water assets of 57 sewage treatment plants at 44 different wilayats. For
achieving its mission and goal Haya water is working conscientiously by utilizing the projects system of the structured waste
water. Haya water is struggling for sustain and achieve the vision that is related
to making Oman healthier and greener.

Statement of the problem and Exploring
Factors Causing Delays on Wastewater Projects in Oman
One of the key objectives and
ultimate goal of any organization is to complete and deliver its projects on
time and within the allocated budget. However, this goal has become difficult
and challenging for Haya water to achieve. Haya water is facing a problem of
delay for delivery of its projects timely. This problem has a big impact and
results time and cost overrun, loss of revenues and inconvenience/complaints
from the residents (Public).Therefore, the aim of this research is to explore
and investigate the factors contributing to the delays on wastewater projects
in Oman from client, contractor, consultant and related external factors
prospectively. The outcome of this research will contribute positively to the
economy of Oman and enhance the performance of Wastewater Industry and will
also help the company to achieve its vision to connect the capital of Muscat by
80% of network and sewer line in 2023.
In addition it will help the
regulators, policy makers to re-organize the Wastewater sector in Oman. It is
expected that the outcome of this research shall help identify and investigate
in depth the most top factors of the delay caused by the client (Haya Water),
contractor, Consultant and other external factor in wastewater industry. Also,
shall help analyze the causes and suggest the ways of minimizing and control
the issue. The below table illustrates some examples of the delayed on-going
mega and critical waste water infrastructure projects executed by Haya water. A
project of B3B (USD $ 64.740 Million) at Al Khuwair area for Balance Works
North and South, this projects was awarded in March, 2015 and supposed to be
completed and delivered in March, 2017 in two years’ time.
However, there is delay of the
project and the actual completion date will be September, 2019, there is a
delay of two years and six months from the original completion date. Another
project (USD $ 81.059 Million) for B9-Al Ansab STP Expansion Phase II
construction in the same area was awarded in August, 2015 and the agreed
completion date was in August, 2017 for 2 years. However, the project got
delayed for one year and the actual completion date was in July 2018. Another
project (USD $ 228.0336 Million) was awarded in another area C1-Al Seeb area in
June, 2008 and the original completion date was March, 2011 in three years’
time. However, the project got delayed until November, 2017 a delay of six
years from the original delivery date.

The major objectives of this
study are evaluation the factors that are becoming the cause of the delay in
the water treatment projects and all of these factors can be the route of the committing
the products in well manner. The other main objectives of this research study
are:
To explore the factors of delays
of wastewater projects in Oman caused by client, contractor, and consultant and
external related factors.
To classify and rate the top ten
factors of delays by each party i.e. Client, Contractor, and Consultant or
other external factors prospectively.
To investigate the impact of the
delays based on the classification and rating.
To develop a framework /a
solution to minimize/reduce the factors of delays caused by each party.

research will continue to study the same, but it will look into it from a
different perspective that is specifically on the factors causing and
contributing delays on wastewater project in Oman. The selection of factors
causing delays of time and cost overrun have been collected and consolidated
from the past theories that will be (Contractor related, Consultant related,
Client related and other factors. The theories are collected from different industries
in Oman and other countries such as Malaysia, India, Jordan, Kuwait, and Qatar
and will link these Independent variables with Wastewater industry to explore
and investigate further the factors causing delay on wastewater projects and
the impact. Other factors may be added if found in qualitative and
quantitative, questioner/interviews during the data collection process.

In this research study, there are a total of five variable from which
one variable "delay in wastewater project" depends variable and
remaining four client-related factors, contractor related factors, external
factors and the consultant related factors are the independent variables of the
research. All of the independent
variables = in this research study are having a sort of impact on the dependent
variable. In this research study, it is expected that there is a positive
relationship between the variables.
