The modern
popularity of the performance measurements and output legitimacy is playing as the
key standard in the global governance and it is related to developments of two
histories. Being the proliferation its first development of the transnational policies
and it is concerned with the associated expansion of the functions for an
international organization as well as interventions of the global governance
and it has lack of input legitimacy from the local constituencies. It was the

for the decision making which was limited by the deficiency of population and European
identity.
Demands
