        Power elite as the small group of people dominating and leading the whole public is causing to bring changes in the society and political system of the countries that influence the lives of all citizens living in the country. Resources as capital and relationship with the rich families are the supporting factors that support the power elites to get entrance the government of a country. Power elites can be considered as the group that is causing to decrease the democracy in the world. In the Hong Kong businessman as power elites are ruling after the Britain rule that is a major reason why Hong Kong is unable to have a strong democratic government.
