The
technology has become advanced day by day and now it is used in different fields
of the world. Many fields of the world took advantage of this technology and
start establishing new system based on this technology like the E-commerce,
E-readiness, and E-government etc. Now days E-government has become a popular
technological system all over the world. Government around different worlds have
stated the use of technology and has implemented technology in their government
systems to improve the services, save the time, to reduce extra cost and to
increase the efficiency in the and effectiveness in the areas of the public
sector because government has to maintain a communication with the public
sector in order to keep them updated with the new changes and information. The
combination of internet with the government has become a more effective
technology for the public because now days the use of technology within the
public has increased and they have use the technology in multiple ways, so this
technology will keep them updated wherever they are. E-government has made a
significant change in our World, in the structure of our societies, its values
and the cultures and different ways to conduct a business in the society within
the use of technology.
The
main purpose of E-government is to convert the traditional information into an
online technological structure so that it will make a stream for the easy
transfer of data to the people of that society. Different government systems of
different countries reshape the E-government system according to their needs.
Different government sectors have different strategies to build the
E-government system. Some systems want to develop a long-term plan on the
E-government system, others sectors just want to use this system to cover the
specific areas.
The
basic definitions of E-government will be “To deliver the specific information
about different government sectors through the use of information and
technology to provide the services to the public sector”. There are several
stages of implementing E-government in the government system. According to the
UN Study, the following five stages of E-government sector is as follows:
Step
one is the emerging E-government system. In this step only a basic and limited
information is provided to the public, because this is an emerging stage and
this system is established with the help of only few limited independent official
sites.
Step
two is the enhanced E-government system. In this system more updated and more
dynamic information is updated to the system and is provided to different
sectors. In this step, different government sites have increase their
information because this is an enhanced system.
Step
three is the interactive E-government system. In this system, the users or the
people from the public sector can visits this E-government system and can use
it to download to different forms and emails. The people can use the E-government
system to interact with the government and make any requests and appointments.
Step
four is the Transactional System. In this step the user can utilize the services
and can pay for these services and they can also conduct the online financial
transactions.
Step
five is the Seamless E-government system. In this system, we can use the
services from across the administrative boundaries, and from the administrative
and departmental systems and boundaries.
Problem statement of Challenges in

Many countries
do not have proper resources and knowledge to implement the E-governance in
their countries. Proper knowledge about the E-governance and its services should
be provided to different countries so that they can introduce e-governance in
their countries and due to the lack of knowledge about the E-governance there
are hurdles in implementing E-governance in different countries, as
E-governance should be used by different countries to improve the communication
system between the government and the public and to provide information to the
public online that is easily accessible to them anywhere.

But
there are some challenges that might occur during the implementation of E-government
system in different countries. Number one is the operational challenges. It is
one of the most important challenge because operating a new system is one of
the biggest challenges, any technology related project cannot be successful
until we spend long time on it for setting the business values that are the
core values to operate a system. To develop a project, it is essential to
include different aspects like the project management, maintenance, and
training, help that can be available both online and offline. And the change,
management system.
Another
obstacle in the implementation of the E-government that might occur is the
strategic challenge. If a proper strategy is not developed that how to
implement the E-government system then the established system might have some
flaws and cannot run properly. To run a proper E-government system, a proper
plan should be executed by having a proper execution committee, make a list of
the priority of the various demands from different departments, identification
of the infrastructure and the arrangement is one of the basic things to develop
a proper strategy if these things are not properly executed than there might be
strategic challenges.
Next
major hurdle in the E-governance implementation is the Environmental challenge,
before developing a system it is important to identify the environmental
challenges. The environmental challenges might include the infrastructural
challenges, diversity of culture of the users in the environment, the social
and economic conditions of the area of the society or community where the plan
will be implemented. These things should be identified and a proper survey
should be conducted before implementing any plan.
Technical
challenge is another issue regarding the introduction of E-governance in the
country and it is one of the most major challenge while developing a
technological system. Some security issues, portability issues, scalability
issues, interoperability issues might occur during the development of a system.
A friendly software should be provide to the government to develop the systems.
Id
capacity is another opposition in the implementation of E-governance. Capacity
is one of the major problems of most of the government sectors, they are not capable
enough to provide the relevant data in the system enough and data availability
is one of the major factor of the system, if proper data is not available then
will the system will be successful and run properly.
Another
barrier against the E-governance implementation is the planning challenge,
there should be a proper planning in order to develop a system and before
implementing it. There should be the use of proper technology, selection of the
proper vendor, time planning of the project and the execution planning of the
project.
Some other
problems might include the lack of skills, in most of the countries that are
still developing if e-governance system is introduced, they will not be able to
use the technology because of the lack of the skills and lack of knowledge.
Advantages and Disadvantages:
Ther
are many advantages of the E-government system and the public will bet benefit
from this system, the advantage is that it will enhance the public services and
it is a more efficient system to provide the service with more efficiency to
the public sector. It is also cost effective and time effective method, because
it will reduce the cost as well as save the time to send information to the
public.
This
system has transparency and it allows the public to get updated with the latest
information on which the government is working upon and as well as the newly
introduced government policies are also available on the E-government system.
The
main advantage of the E-government system is that it will reduce the paper cost
and the use of the paper based system, this system will reduce the cost as well
as time because paper based system takes more time and is also not cost
effective. The introduction of their E-government system will also enhance and
improve the communication system and interaction between the government and
different business organizations as well as the local people because they can send
their requests through this system to the government.
The
interaction between different business organizations and business leads to stronger
economy and this will benefit our market and economic conditions of the country.
The
people ae using the internet and technology to keep them updated. So same is
the case with the E-government people are utilizing it to get updated with the
attest information, irrespective of the location, because it can provide
information to the people and public sector anywhere at any time, this system
is not restricted with any boundary nor with any time and location. These are
the main benefits which we can get from the E-government system
Where there are
benefits, there are disadvantages as well.
The
major disadvantage is that there is lack of the equality in terms of the equal
distribution of internet to all the public. If there is no equal distribution
of internet and technology within the public then the E- government is not
useful. Moreover the reliability of the information on the internet and the different
hidden groups of government that influence the opinions of the public. Moreover
the implementation of E-government in different areas of the world may have
impact on the economic factors, the social factors and the political factors.
This system will increase the vulnerability in terms of the cyber-attacks and
the information can be hacked from the system.
Another
disadvantage it has is that large amount of money is spend on this system and
the development and the implementation of the Electron government. And if this
system does not run successfully there will be a loss of money that was
invested in this system.
The
disadvantage that is the major disadvantage of the E-government system that it
is inaccessible in the remote areas of the community where there is no internet
technology or where the literacy rate is much lower than the other areas, or
the community has poor economy and low incomes. These all things leads to the inaccessibility
of the E-government system.
These are the
major disadvantages that might occur during the system.
Recommendations of Challenges in
e-governance implementation and Advantages and disadvantages of e-governance
Some
recommendations that can be given to improve the system is that: First thing is
to develop a proper strategy that how will the government implement this system
by observing the environmental issues and economic issues as well as the
technological issues. Before developing a system some strategies must be developed
in order to implement a well-designed system that has no flaws and that can be accessible
to everyone.
Find
out the environmental issues, that if the people are skilled enough to use this
technology, or is the technology and internet is accessible to all the areas
and so that this system will not be failed. Moreover the government should
identify the technical issues that the system has no privacy issues and it is a
friendly software to use. By developing a proper strategy, then the government should
implement this system more easily. The political factor is an important factor
in the implementation of the e-government, the government should be stable in
order to introduce e-government in the country. The government should give
equal rights to the citizens and should provide technology to all the citizens
so that they can utilize the technology and e-government can be implemented
successfully in the country.
