Sources of data collection of
a Study of the
National Public Procurement Authority in Sierra Leone
The research study is conducted by using the both sources of
the data collection as secondary and primary. The secondary source of the data
refers towards the preexisting data that was used for the several other
projects and it’s also used as the supporting of the data. Research articles
journals books theories and any other preexisting source of the data is
including in the secondary source of the data. Meanwhile the primary source of
the data leads towards the self-generated or self-collected data and there are
two type of the primary source of the data that is also referred as the
research methods and research strategy. These two methods are qualitative and
quantitative.
Research methods

From both types of the research
methods the research study is conducted by using qualitative Deductive method. There is the huge difference
among the quantitative research method and qualitative research methods. To
plan the research according to qualitative research methods is quite easy as
compare quantitative research methods. The qualitative research methods can be
planned by using concepts ideas and theories of the various researchers. It leads towards the same opinion of the
different people in the same points. Meanwhile the quantitative research
methods is the complex because it produces charts graph and it can generate the
data in numeric for related to issues or problems. It depends on the figures
and values rather than the facts. The research study is conducted by following
the qualitative perspective through collecting extensive information of the
various authors related to the emerging topics. This information is collected
in the second section of the research projects under the headings of the
literature review along with the references of the various scholars and
researchers. It will contextualize this
research by understanding the contextual and historical perspectives of public
procurements along with its strategies for policy makers.
Sampling and
population of a
Study of the National Public Procurement Authority in Sierra Leone
The simple random sampling
technique is used in this research study, because its good ways to select
sample and the ratio of the complexity and difficulties is to least in this
method. It is also one of the times saving ways for selecting the sample. In
this sampling method the selection of the items respondents depends upon the chance
and probability means the sample indent decided and it can be something or
someone with the range of the selected scales. Commonly this way of sampling is
also known as the method of chances.
This research expects to
use a combination of systematic and simple random sampling to select the
respondents The targeted respondents include the members of the Board of
Directors, Management (strategic, tactical and operational) and staff of the
NPPA. Also, the selected MDAs and their members of the boards of directors,
management, staff and suppliers will be contacted. Consultants and other Public
Sector Procurement practiceners will be contacted. Data is collected from
National public procurement Authority, Audit Sierra Leone, Finance Act of
Sierra Leone, and Procurement Act of Sierra Leone.
Data is collected from the respondents after approving the
referral letter from the authority of the University and after taking
approval.
Instruments of
study of a
Study of the National Public Procurement Authority in Sierra Leone
The administration of questionnaires, semi-structured
interviews, key informants’, interviews, direct observations of records and
operating systems and Focus Group Interviews will be used to collect the needed
responses. Self-generated questionnaires are used as the instrument of the
study for collecting the data from the respondents. The questionnaire is
designed by considering the five point Likert ranging scales. The questionnaire
is designed in easy English languages which are the understandable for any
respondents who are selected to collect the data. The ranges of the 5 point
Likert scales are decided among 1-5 strongly dis agrees to Strongly Agree. The questionnaires contains on the two major
sections. The first one representing the demographic profile of the respondents
in which includes the questions related to the age gender and education levels
of the respondents. Meanwhile the ten questions are generated for the
importance of the public procurement in Sierra Leone. These questions are conducted
by considering the research ethics and limitations of the study. The
confidentiality statement is designed on the top of the questionnaire for
enhancing the confidence level of the respondents.
Research
limitation of a
Study of the National Public Procurement Authority in Sierra Leone
In Sierra Leone, the rules
are the Public Procurement Act 2016 and Regulations 2018. The principles of
public procurements are the theoretical basis for best practice public
procurement management that leads to the secure of Value for Money Procurements
at all times and circumstances. Thus the qualitative research method is
realistic and achievable and tends to be comfortable.

website of the organization and it can also be requested.
Since my work is majority
explanatory and qualitative most of the information I need is found in the
Country website which I can access.
There might be little or no
ethics issues however some government agencies might not provide some
confidential information due to their confidentiality laws and participant will
required their names or identity hidden when giving information.
Research Ethics of

to obtain any confidential document due to the right to privacy every
participant view and information shall be kept safe.

Data analysis
methods of a
Study of the National Public Procurement Authority in Sierra Leone
The methods of presentation
of data will include the use of narrative notes, tables, charts (e.g. pie
charts, bar charts, Gantt charts and flow charts) and other diagrams will be
used. The methods of data analysis and interpretation will be based on
extensive use of the principles and rules (laws and regulations) on public
procurement, particularly in Sierra Leone. These all charts will be generating by putting the data in
to Ms.Excel and Ms Excel is used to interpreting the data along with the
atatrctice charts nad diagrams.

Chief Executive recommendation, support such structures of the organization as

The Authority will need a Secretariat that will provide managerial, accounting
and other Authority support and it also have organization and structures as the
Authority might consider essential for the its functions efficient performance.
The Secretariat in the case of Public Procurement Act shall be controlled by
Chief Executive who will be helped by a Second-in-command whom will be chosen
by President subject to the endorsement of Assembly. In accumulation to Chief
Executive, the Secretariat will have other workforce as are obligatory for the
well-organized performance of the Authority functions. As the Secretariat head,
the Chief Executive will be accountable to the Authority for the everyday
management of the Authority affairs.

monitor and regulate Sierra Leone public procurement and to recommend the

the subsection generality, it will be the Authority responsibility to
communicate standards and policies on procurement of the public and to
