Abstract
of With the Wide Range of Public Corruption Leading the News,
Should Elected and Public Officials Be Held to The Same Ethical Standard as Its
Citizens They Govern?
The purpose of
this research paper is to investigate the elected, public officials and
citizens that how they are equally involved in public corruption and how they
are responsible for ethical standards related to public corruption. The
analysis is done in order to know that if there is same treatment with the
elected and public officials when compared with citizens or not. However, with
the evaluation of Government officials it is known that how the bribes cases
are taking place and what steps should be taken to reduce number of cases.
In order to
conduct the research the hypothesis and research questions are analyzed that
how elected, public officials and citizens are equally responsible for ethical
standards related to the public corruption, what ethical standards are followed
to govern the citizens and what bribes cases involve the government officials,
etc. There is focus to find the relation between ethical standards and public
corruption and between elected, public officials and citizens because they are
equally responsible for public corruption and also point of view of people
regarding the ethical standards and public corruption.
Moreover, for
this research primary and secondary analysis is done; for the secondary data
collection of the current research work; research articles, reports, and cases
are analyzed and for the primary analysis research interview is done from the 20
random citizens of UAE. There are unethical practices by the elected and public
officials they may get the benefits when compared with the citizen or public as
the complaints by people are known based on public corruption. In the end,
research results are analyzed and conclusions based on the primary (interview,
observation) and secondary analysis (literature review) are done.

Introduction

In
UAE, there are several news related to the public corruption, however, public
corruption include the matters if nepotism, bribery, patronage, influence
peddling, extortion, cronyism, etc. in our society everyone is not treated
equal as the elected and public officials may get the benefits when compared
with the citizen or public.
The
UAE government restricts corruption because it can be a moderate risk and for
elected and public officials there is the same ethical standard as its citizens
govern. The country promotes a business-friendly environment as well as the
efficient plus effective public administration. Moreover, there is enforcement
of corruption and anti-fraud legislation. However, after analyzing the cases
and doing interviews, observations it is that the practices of corruption,
bribery are very common in the country and there is the involvement of the
elected and public officials.

of bribery and corruption. The UAE government restricts the corruption for

plus effective public administration. Public bribe traffic policemen asked for
the bribe and in the Criminal Records Section, there are reports of the
government servants who were involved and Government officials also represented
many bribes cases.

Government officials have involved in the bribes cases involve so there is a
need to noticed that how to stop the public. There are several new, that
unethical practices are there by the government in our society and everyone is
not treated equally as the elected and public officials may get the benefits
when compared with the citizen or public. There are complaints by people and
they see positive progress so that they can be given justice, there is no same
treatment with the elected and public officials. Therefore, the present study
investigates the ethical standards that both elected, public officials and
citizens have to follow in order to finish the public corruption.

As
analyzed that there was the influence peddling in hospital bills because the
patients were influenced to pay the money for their treatment. In the news by
Khaleej Times, it is known that there are inflated rates and unnecessary
treatments in the hospitals in UAE and people have to pay more than they took
the services. The Dubai Health Authority (DHA) noticed the actual or accurate
timeline and also the medical evidence that are the reasons behind the bills,
which made them inflate.
People
also lodge a complaint and want to see positive progress so that they can be
given justice, there is no same treatment with the elected and public
officials, therefore, Dubai Health Authority (DHA) focused on the unnecessary
medicines to patients and other issues related with the prolong treatments,
etc. supporting patients and patient families reported that need to pay Dh30,
000 just for the simple surgery and that the hospital declined to cooperate. It
is noticed that in the hospital sector, there is a lack of transparency as well
as the issues related to the communication channels (Zawya.com, 2019).
There
are series of corruption and bribery as evaluated and the steps are taken
against them, many businessmen and officials are also involved in the sequence
of bribery, dishonest cases and there are also confidentially cases. As noted
that there are Airport officials who allowed the issues that blacklisted people
entered the country as restricted from travel. As two women visitors who were
involved in flesh trade, her sister was allowed to enter even she was
blacklisted. A case of a Chinese woman is also noticed as she was the woman
engaged in prostitution and an official allows her to go with the Dh5, 000
bribes, her violations were canceled (Agarib, 2009).
There
was also a report related to the Dubai Islamic Bank as there were seven people
who were alleged in receiving a total of $1.7 million bribes, as they
facilitated the deals concerned with the financing. Ethical standards should be
equal for all if citizens are given the punishment based on the "Article
No. 234 of the Federal Law No.3 in 1987 and its amendments" then elected
and public officials should also be given; as according to the article that
bribes would be punishable as one have to spend one year to maximum of 10 years
in jail. There are comprehensive laws in order to reduce corruption and also
combat bribery.

According
to the research conducted by Madichie &
Athmay (2013) it is known that in the United Arab Emirates there are
several cases related to the ethical standards, public corruption, etc.
therefore, the importance of e-governance in the UAE is considered as it could
result in the less corruption, greater convenience, increased transparency,
maximum revenue or cost reductions, etc. moreover, with the initial assessment media
reports are analyzed in the research, official documents, government websites
are also focused so it is known based on the stakeholder theory that policymaking
should be focused by UAE Government in order to focus on the online revenues,
ethical standards, stay free from public corruption. In this way, people can
also be treated equally as these issues are there in the public (Madichie & Athmay, 2013).
According
to the research conducted by Issa & Alleyne
(2018) analyzed that in the company’s corruption by the elected and
public officials, UAE Government is secretive, there is less anti-corruption
information but the issues are there. However, sustainability reports need to
be analyzed. The Gulf countries need to focus on anti-corruption practices
based on the coercive isomorphism concept for the benefits. There should be informed
reports and WhistleBlowing strategies for reducing corruption so that equal
rights to all citizens whether they are elected and public officials or general
public or citizen should be given. Through sustainability reports there could
be a better increase in credibility or legitimacy with stakeholders and rights
can be protected (Issa & Alleyne, 2018).

In
this chapter, there are intentions to provide with the research methods that
are used in this research that how elected, public officials and citizens are
equally responsible for ethical standards related to the public corruption and
the same ethical standards that are used to govern the citizens. In this
chapter there are details based on research methodology or the design of the
research as data collection for the current study is based on the relationship
between ethical standards and public corruption. With the use of qualitative as
well as quantitative research, the current work is analyzed.

standards and public corruption there will be use of the primary as well as the

there is the analysis of the bribes cases, government official's involvement,
ethical standards, public corruption, and equal treatment. In order to conduct
the primary research, the interview is done from the citizens of UAE to know
their point of view on public corruption, ethical standards that are followed,
bribes cases and government officials.

officials and citizens are equally responsible for ethical standards related to
the public corruption and the same ethical standards that are used to govern
the citizens or not. Qualitative interviews are done and a quantitative survey
is done that how much a total of million bribes is there.

After
analyzing the results based on the primary (interview, observation) and
secondary analysis (literature review) it is known that there are unethical
practices by the elected and public officials and they may get the benefits
when compared with the citizen or public as the complaints by people are known
based on the public corruption. Analyzing the results from the interviews it is
known that most people think that ethical standards need to be followed because
there is discrimination based on the aspects of public corruption. All H0 is
denied or rejected. People agree that the elected, public officials and
citizens are equally responsible for public corruption and government officials
have more authority and there are no same ethical standards that are used to
govern the citizens.

It
is concluded after analyzing the cases and doing interviews, observations it is
that the practices of corruption, bribery are very common in the country and
there is the involvement of the elected and public officials. People are not
treated the same as elected and public officials, equal rights and punishment
are not given based on equality. There is a positive relationship known between
the ethical standards and public corruption and between elected, public
officials and citizens because they are equally responsible for public
corruption.
