The purpose of this research paper is to investigate the elected, public officials and citizens that how they are equally involved in public corruption and how they are responsible for ethical standards related to public corruption. The analysis is done in order to know that if there is same treatment with the elected and public officials when compared with citizens or not. However, with the evaluation of Government officials it is known that how the bribes cases are taking place and what steps should be taken to reduce number of cases.

In order to conduct the research the hypothesis and research questions are analyzed that how elected, public officials and citizens are equally responsible for ethical standards related to the public corruption, what ethical standards are followed to govern the citizens and what bribes cases involve the government officials, etc. There is focus to find the relation between ethical standards and public corruption and between elected, public officials and citizens because they are equally responsible for public corruption and also point of view of people regarding the ethical standards and public corruption.

Moreover, for this research primary and secondary analysis is done; for the secondary data collection of the current research work; research articles, reports, and cases are analyzed and for the primary analysis research interview is done from the 20 random citizens of UAE. There are unethical practices by the elected and public officials they may get the benefits when compared with the citizen or public as the complaints by people are known based on public corruption. In the end, research results are analyzed and conclusions based on the primary (interview, observation) and secondary analysis (literature review) are done.

The UAE government restricts corruption because it can be a moderate risk and for elected and public officials there is the same ethical standard as its citizens govern. The country promotes a business-friendly environment as well as the efficient plus effective public administration. Moreover, there is enforcement of corruption and anti-fraud legislation. However, after analyzing the cases and doing interviews, observations it is that the practices of corruption, bribery are very common in the country and there is the involvement of the elected and public officials.

Therefore, the present study investigates the ethical standards that both elected, public officials and citizens have to follow in order to finish the public corruption.

Ethical standards should be equal for all if citizens are given the punishment based on the "Article No. 234 of the Federal Law No.3 in 1987 and its amendments" then elected and public officials should also be given; as according to the article that bribes would be punishable as one have to spend one year to maximum of 10 years in jail. According to the research conducted by Madichie & Athmay (2013) it is known that in the United Arab Emirates there are several cases related to the ethical standards, public corruption, etc. therefore, the importance of e-governance in the UAE is considered as it could result in the less corruption, greater convenience, increased transparency, maximum revenue or cost reductions, etc. moreover, with the initial assessment media reports are analyzed in the research, official documents, government websites are also focused so it is known based on the stakeholder theory that policymaking should be focused by UAE Government in order to focus on the online revenues, ethical standards, stay free from public corruption. However, sustainability reports need to be analyzed. The Gulf countries need to focus on anti-corruption practices based on the coercive isomorphism concept for the benefits. There should be informed reports and WhistleBlowing strategies for reducing corruption so that equal rights to all citizens whether they are elected and public officials or general public or citizen should be given. Through sustainability reports there could be a better increase in credibility or legitimacy with stakeholders and rights can be protected (Issa & Alleyne, 2018).

It is concluded after analyzing the cases and doing interviews, observations it is that the practices of corruption, bribery are very common in the country and there is the involvement of the elected and public officials. People are not treated the same as elected and public officials, equal rights and punishment are not given based on equality. There is a positive relationship known between the ethical standards and public corruption and between elected, public officials and citizens because they are equally responsible for public corruption.
