Abstract
of Why do public schools need successful ESL programs
The thesis is about the “public
schools need successful ESL programs” whereas ESL is English as the second language.
Where there is a different ESL program that has small classes for the student
and it also receives the individual’s attention for their teachers. The main goal
of the ESL in the public school is to improve the student “with the level of English.
Therefore the classes of ESL also teach the various language skills which are
also depending on the English abilities, needs, and interests. Thus the ESL program
also teach these categories;
Conversational English
Grammar
Reading
Listening
Comprehension
Writing
In this thesis, different scenarios
related to the ESL program are discussed like What the ESL program does. Then
at the end of the report, the conclusion of the thesis is also presented with the
proper references.

The United States is a diverse country,
where the public school is faced by a challenge to providing the student from
all over the world by the good quality of education. Thus the public school has
to embrace the linguistic challenge shown through the immigrant’s students. Behind
the law, no child was left it is approved that as well as it is needed that
every Public School must have the ESL (English Secondary language) program
which also provides the Support of academic results for the English Language learner
(ELL).
Whereas the parents of the ELL
children are much happier because their children are getting the education
which helps from the school and it is also raised the question that is
successful in the ESL program. The proficiency of the English test is designed for
the ELL students on the readings levels as well as writing and speaking.
Due to the score of proficiency
test which screws slow in the various district of the US department of education
where the office determined the EEL students which is receiving the education
that is equal to the other students which are very fluent in English. There are
various Public schools which have to reduce the cost of ESL program, and when
the order of the ESL cost is reduced then the Public School created the mandatory
full inclusion program (Cerbasi, 2015).
There are 40 million foreign-born
citizens who are currently living in the US, and 17% of that entered the
country among 2005 and 2012 as the ESL programs in the booming of public
School. Approximately 10% of students of the US public school struggle by the English
language therefore the just 1% of the teachers are qualified to instruct them.
It means that this US public
school has the limited proficiency which is less than 1% of eth public school
