The example of the existing tension could be explain with help of example of World War 2 when the government created helping camp for Japanese and Americans to give proper security against the fear of threat which is prevailed in the region. When US founded that the governments pass the Act the threat started from France, the act become helpful for the citizens to move from threat place to secure one.
