without losing the interest of major stakeholders and budgetary limitations.
1.2. Background – Problem / Opportunity Statement of King Khalid
Hospital in Saudi Arabia
Background of King Khalid Hospital in Saudi Arabia
King Khalid Hospital was established in the Tabuk, a city
of Saudi Arabia. Geographically hospital is located in the north west side of
Saudi Arabia country. At the time of KKH hospital establishment, Tabuk had very
limited healthcare facilities available to the market. The hospital was
providing initial too extreme services to the patient. The patients were mostly
local. And the number of patients was round about 1 million. Because the number
of patients was more than the designed capacity of the hospital. The need for
an additional ``Out Patient Department" became a necessity for the
authorities of the hospital to build another new Outpatient Department. But the
hospital does not have enough funds from the central government and all other
authorities to build another department for outpatients. After all of this, the
management of the hospital found another solution to this problem. The
management finds a solution to refurbish the existing rooms and the spare part
of the hospitals building. The idea was officially approved with the purpose of
the hospital´s betterment. The spare part of the building and unused rooms will
be reconstructed and will be used as the
outpatient department of the hospital
Problem Statement of King Khalid Hospital in Saudi
Arabia
King Khalid Hospital (KKH) has currently challenged for
space management. All available rooms for the OPD clinics are the located in
the best location of hospital however they lack the availability of proper
space. Available rooms for patients are very limited in number therefore
hospital face conflicts during long term patient's stay in the hospital.
Particularly, in case of disease outbreak in the country, the hospital will
face challenges for space which will create a worse situation for emergency
patients. Although, in such situation, King Khalid Hospital (KKH) will lose its
market reputation as the advanced hospital of the Tabuk City. Additionally,
space is not the only issue of King Khalid Hospital (KKH). Hospital is also having
to challenge for the management of equipment and specific instrumentation. Space,
equipment, and specific instruments availability are essential to ensure the
promotion of efficiency and effectiveness in the operations of King Khalid
Hospital (KKH) as it would enable them to meet pre-defined corporate goals and
objectives of the hospital without product penetration strategy. Following the
research of operational performance in King Khalid Hospital (KKH) and
availability of resources, it concluded that the hospital has mainly 3 major
problems that are required to be addressed by this project. The identified
three problems of King Khalid Hospital (KKH) are enlisted below:
i)
Patients have to wait for a longer time (sometimes a few
hours) to get outpatient treatment in the outdoor department or clinics of King
Khalid Hospital (KKH). Such a situation has raised questions on the performance
of King Khalid Hospital (KKH) in the city. Apart from reputation, it also makes
healthcare treatment and services difficult to attain for the patients
suffering from several diseases. Thus, taking the concern of patients is
essential for the King Khalid Hospital (KKH) to ensure easy and quick
availability of healthcare treatment in the hospital for the patients visiting
for a check-up and regular treatment,
ii)
Healthcare services are having a delay in the delivery
because of delay in the provision of outpatient services before the delivery of
actual treatment services.
iii)
The third major problem of King Khalid Hospital (KKH) is
not concerned with patients, it relates to the business performance and success
in the competitive market. Apparently, King Khalid Hospital (KKH) is alleged to
serve the community of Tabuk with the best possible healthcare services however
it had some business objectives and interest as well. For instance, space
issues and delay in services are reducing the competitive strength of the
hospital. Although, such challenges create tensions and cramped conditions for
the staff working in the clinics of King Khalid Hospital (KKH). Tension and
work stress can influence performance outcomes and satisfaction of employees
which is a highly undesirable fact.
Summarizing these concerning problems for King Khalid
Hospital (KKH) the following statement will be perceived as problem statement
for this project.
“The current level of facilities available in the OPD of
the hospital is not sufficient to provide the necessary level of high-quality
services in a timely and effective manner”
Opportunity Statement of King Khalid Hospital in Saudi
Arabia
The project
“The use of OPD refurbishment to increase the number of clinics at King Khalid
Hospital in Tabuk, Saudi Arabia” is aimed to resolve issues and problems of
hospitals in the selected regions of Saudi Arabia. Increasing population and limited
health facilities in Saudi Arabia are causing challenges for proper health
services in the country. King Khalid Hospital is among the famous and most
developed hospitals of the locality therefore hospital has higher pressure from
the targeted market to deliver improved and quality services to all patients
visiting this hospital. Although, the hospital is required to take into consideration
the contemporary economic issues concerning the public health budgets of Saudi
Arabia. Regarding market analysis we have identified the potential of risk
growth in the health care sector, diseases outbreak is expected in the global
scope which may have devasting impact on the performance outcomes of the King
Khalid Hospital (KKH). Considering this
situation an opportunity is identified for the King Khalid Hospital to increase
its healthcare services and improve resources utilization in various
departments of KKH hospital. King Khalid Hospital (KKH) need to become more performance
effective, cost efficient, and innovative for its offered and delivered
treatment services in Tabuk. The identified needs and challenges in the
targeted market of Tabuk can be addressed by the OPD refurbishment project at
King Khalid Hospital. Successful implementation of OPD refurbishment will consequently
result in the increase of the total number of clinics and healthcare facilities
made available to patients in the King Khalid Hospital. Although,
implementation of OPD refurbishment project will ensure the advancement of
technology employed at clinics of KKH hospital.

2.2. Strategic Alignment of King Khalid Hospital in Saudi Arabia
The project strategic alignment is
discussed in detail in this section of the project management plan. The King
Khalid Hospital (KKH) is striving to earn its goals and aims regarding
the provision of high quality services in the healthcare sector of Saudi Arabia
and specifically the city of Tabuk. To ensure the accomplishment of patient
needs and requirements in the selected geographical region the project managers
are required to align the project aims and objectives with the overall country
vision entitled “ Saudi Arabia Vision 2030”.The country is aimed to improve its
healthcare services to reduce reliance on foreign facilities and healthcare
services as well as to encourage healthcare independence in the country. Bringing
forward to this national vision, King Khalid Hospital (KKH) is developing plans
to ensure strategic alignment with the national vision and contribute to its
achievement in the country. Although, the major aim of this project is to
hamper the limitation of available OPD clinics in the city of Tabuk. The
project aims to handle such issues by promoting the use of new technologies and
systems in the hospital. In result, the hospital is expecting the achievement
of its corporate goals strategically aligned with the vision 2030 of Saudi
Arabia. Hospital has developed a plan of
addressing these issues and challenges by providing new facilities and
departments needed to meet its objectives and support the wider region.
Outpatients are healthcare and technologies in the hospital to treat its core
patients with improvement healthcare services and processes in all the clinics
of King Khalid Hospital (KKH) including OPD. The individual patients getting treatment by the
King Khalid Hospital will get serious attention of medical staff without any
delay in treatment and check-up. Although, only patients with critical conditions
and emergency situations will be kept in the hospital rooms. Thus, room space
related issues will be resolved in the hospital. Hereafter, the project is also
strategically focused on the improvement of customer satisfaction (patient
satisfaction) therefore medical staff will be restricted to deal with patients
in a respectable way and giving priority to their satisfaction regarding
offered treatment and healthcare services in the clinics of King Khalid
Hospital (KKH).

project construction time to the owners of the hospital, it might possible that
the owner will never make agreement with the company. Although, the
construction team of this project can never complete the project on time until
they plan for every activity as well as plan for every component or area of the
hospital completion. The project manager of this construction project has made
the project and apply the project time management approach to handle every
employee as well as their activities to complete the construction timely. The project
approach is given below in this document that is telling how the project
manager is managing the time by using some steps as well as every activity is
also planned in this project. For the better management of the time and
activity control, the project manager of this project conducted the meeting in
which the project management team of this project are asked about their

is also an effective approach to manage the communication into the project. The
project communication management makes sure that every stakeholder that is
related to the construction project engaged with each other and they can effectively
communicate with the related functional lines to increase the workability as
well as progress of the construction. Furthermore, the project manager wants to
perform and get effective reports on the construction progress and performance
of employees on daily basis. So, the project communication management approach
is proposed for this project. In this approach, all of the stakeholders
including project manager of the construction project are using the online
website communication portal where they can communicate with each other as well
as provide the project related documents and project reports. Furthermore, the
managers can also assign duties to labors as well as can also check their
performances and other employees’ feedbacks. The project manager of this
project appreciates this technique because it makes him able to see every
single activity related to project as well as read the documents and reports
including financial statement reports of this project to analyze the progress
and performance. By applying this technique, the project manager is able to
make further new effective and efficient strategies for the project which will
be beneficial in the project completion timely. The project communication
management approach which is proposed for this project is given below and
providing a lot of information on how the it will work for the success of the

9.1. Project Risk Management - Approach
In the
construction project of the Kind Khalid Hospital, the risk management approach
is also needed because the civil engineers as well as the project manager
including the owners do not want any kind of mistake or any kind of threat in
the construction because those threats can be very dangerous and harmful for
whole project. Because of occurrence of heavy risk or threat, there can be
various problems occur in the project as well as can damage the structure of
the hospital. So, the project risk management process is proposed for this
project that contains six main steps which are given below;
·
Risk
management planning
In
this step, the project manager and the team of the construction project will
have to plan that how much effort will be required to resolve that risk. They
will also plan how they have to implement divergence to complete the project
without stopping the project. So, every aspect is planned in this step.
·
Risk
determination
In
this step, the project manager along with the project management team will
brainstorm and try to identify every single risks and every they will also
identity those risks which can remain in the project and the performance and
work will be not affected by those risks.
·
Analysis
of risk Qualitatively and Quantitatively
It
is the very significant step of the risk management processes in which project
manager and the assistant project manager and other stakeholders will analyze
the identified risks and threats in both qualitatively and qualitatively to
measure the impact of every risk and measure actual number of the risks.
·
Risk
response planning
If
the civil engineers will identify and face any risk, they project managers and
engineers have respond to that risk to resolve them. But they will have to plan
for this purpose. So, the plan is also made in this step and planned a second
team having experienced engineers to respond those risks.
·
Risk
Monitoring and controlling
When
the risk management team will work on the risks, they will again monitor the risks
and control them. On the other side, the construction team is also advised to
monitors and control the risks during the project.
9.2. Risk Register

identified by the project management team are recorded and documented whose
detail will be entered and inserted into the project documents, reports as well
as the online portal to make everything clear. It is because the project
manager of the construction project will have the evidence that how the risks
came into shaped and how the team has managed as well as how much cost came on
those activities to resolve those issues.
