Assignment: Collaboration

 To achieve any measure of success in homeland security mission areas, all levels of government, the private sector, and a variety of homeland security agencies or professional disciplines must coordinate and collaborate. This is a tall order, considering the complexity of homeland security operations at a national level; but without it there would be conflict, chaos, duplication of effort, and inefficiency. The case study on Hurricane Katrina offers ample evidence of how collaboration, or lack thereof, helped or hindered the response of homeland security agencies or professional disciplines in effectively responding to and recovering from the hurricane.

• Review the assigned pages in Chapter 10 of your course text, Introduction to Homeland Security: Principles of All-Hazards Risk Management.. Reflect on the mitigation and preparedness efforts or programs, especially regarding Hurricane Katrina.


• Review the assigned pages in Chapter 9 of your course text, Introduction to Homeland Security: Principles of All-Hazards Risk Management. Reflect on the response and recovery agencies, programs, and processes at all levels of government and within the private sector. Focus on the guidelines for collaboration and coordination among various agencies and levels of government within the National Response Framework and Emergency Support Functions (ESFs).


• Review Chapter 5 of the online article, "The Federal Response to Hurricane Katrina: Lessons Learned" as a case study of a major natural disaster. Focus on the observations, conclusions, and recommendations regarding collaboration and coordination among various homeland security agencies, levels of government, and the private sector as mentioned in the case study.


• Consider the roles and responsibilities of the federal, state, and local agencies with regard to response and recovery efforts during and after Hurricane Katrina.


• Reflect on the degree to which the federal, state, and local agencies worked collaboratively in the response and recovery efforts during and after Hurricane Katrina.


• Think about at least two implications related to the degree to which the federal, state, and local agencies worked collaboratively in the response and recovery efforts during and after Hurricane Katrina.
