Discussion: Logistical Challenges in Contingency Planning

Contingency planning includes a variety of planning approaches, types, processes, and focus areas. The focus areas include continuity of operations (COOP), continuity of government (COG), business continuity, and crisis management. Contingency plans are proactive backup plans—plans for what to do if and when a disaster occurs. Planning is an essential step in the process of preparedness, which weaves through many of the homeland security mission areas. Contingency planning is a complex activity that can present many potential challenges. Addressing these challenges will require long-term commitment that may involve occasional setbacks. Knowledge about the potential challenges related to contingency planning and the best practices for success will go a long way in ensuring effective contingency planning.

To prepare for this Discussion:

• Review the article, "Mission Impossible? Planning and Preparing for Crisis." Reflect on challenges related to contingency planning.


• Review the online article, "Critical Incident Protocol—A Public and Private Partnership." Focus on the recommendations for overcoming challenges or roadblocks related to contingency planning.


• Identify at least two logistical challenges in contingency planning for the hazard or terrorist event you selected for this week's Assignment as they relate to ensuring continuity of operations and government as well as the provision of mass care.


• Think about how you would address each of the challenges you identified.
