About Dubai Police:
Dubai Police was established on Jun 01,1956 and was based in “ Naif Fort” as its headquarters, until the year 1973 when it was moved to the current location.
Dubai Police is an integral part of the United Arab Emirates Police Force. Its mission is to improve the quality of life, in the Country, by operating in accordance with the constitutional rights to enforce the law and maintain security and safety of the community and of everyone living in the Country.
Dubai Police Force is chaired by His Highness, Sheikh Mohammad Bin Rashid Al-Maktoum; Vice-President, Prime Minister, and Ruler of Dubai.
Dubai Police Policy:
The graces and blessings of God are countless; we may name a number of these blessing under one title that is SECURITY. We, as human beings think that each job we perform may bring back a certain type of security, such as, personal, emotional, social, economic, political security. Without security, life becomes unbearable, and looking forward development, quality, excellence, and success is hopeless and worthless. Research Methodology:
An interview was conducted by the General Abdulqudos AlAubadli he is the Assistant Commandant General for Excellence and Pioneering in Dubai Police Headquarter.
Dubai Police Reason for Implementing Change:
An Improvement opportunity was stated by Dubai Government Excellence Program that is:
(Real Excellence adopted by the program is what we should touch from work practices in all regulating units (Departments, Sections, Divisions, …) and from all employees in their different job locations and works, and in any case it shall not be limited to the persons concerned with quality and Excellence in these government authorities, especially the program calls for making number of employees of regulating units concerned with quality and Excellence in the government authorities limited.
Dubai Police Study, analysis and comparisons
1. An analytical study was made to treat the improvement opportunity that includes a proposal to make change, cancel the quality assurance offices, and create development offices that belong to assistant of the General Commander.
2. Study has been circularized to all regulating units in Force (32) General Directorates and Centers so as to survey their opinions regarding change operation; and the supporting percentage was (56.5 %), neutral percentage was (30.4 %), and non-supporting percentage was (13 %).
3. Reference comparisons were made to the organization structure with Police and other Government Authorities; and the result abstract of comparisons indicated the necessity to shrink the quality assurance offices.
Comparison of organization structure of other Police and Government Authorities:
1. Abu Dhabi Police: a comparison was made in the organization structure whereas it found out that there was a center belonging to General Director of Abu Dhabi Police directly that looks after development under title (Center of Strategy and Institutional Development).
2. Ministry of Economics: found out that there was a merge in strategy and looking up the future under title (Department of Strategy and Future), which looks after development of the institutional performance and looking up the future.
3. Dubai Municipality: their structure includes Department of strategy and industrial Excellence belonging to the office of General Director directly, in addition to (6) offices of support and development.
4. Roads and Communications Authority: There structure includes (7) offices of institutional development supervised by the General Director and Chairman of Board of Directors.
5. Dubai Courts: There was a merge in strategy and looking up the future under title (Department of Strategy and Future), which looks after development of the institutional performance and looking up the future.
6. Federal Authority of Human Resources: The structure included a department titled (Department of Strategy and Future).
Desired interest of change:
1. Enabling the office of institutional Development derives enabling, power and direct support from assistant General Commander.
2. Utilization of Resources by utilizing of human element and the redistribution as per the common needs and decrease of costs.
3. Culture of Excellence, to deep root the concept culture required with each employee in charge that Excellence is not only responsibility of quality officer or certain office but also it is responsibility of each owner of an operation.
Dubai Police preparation to change:
1. Explain the change plan to all influenced persons and its aim.
2. As a preparation to make change operation, Nos. (146) employees have been qualifies and selected to fill in jobs and tasks of Offices of Institutional Development.
3. Job description, administrative operations and their indicators have been prepared and approved.
4. Record all the risks that may be resulted from change operation.

Group Project
This assignment (Group Project) is worth 20% of the final mark of this course. Pay special attention to the rules and deadline. Have a look at the rubric guidance. I expect you to put a lot of effort into this assignment.
Based on data collected from an organization, in a private or a public sector, operating in the UAE report your findings in a report format. The report will carry the title: “Managing Change – Case Study of here put the name of the organization”. The targeted company should have gone through a major change due to a significant trigger such as a merger, acquisition, implementation of a quality system, implementing new technology, etc.
Rules:
1- Your report must be structured as follows and in the following order:
a. A brief introduction of the company and its business followed by your research methodology (interview? Questionnaires? Who did you interview? When? Where etc).
b. Company’s reason for implementing the change.
c. The Change model (The Process of Change - describe how the company implemented the change and compare your findings with literature). ( this one need 500 words)
d. Resistance (describe whether there was any resistance – who from? Why? - and how it was dealt with. Compare your findings with literature).
e. Critical Success Factors of Change Management based on your collected data - Compare your findings with literature.
f. Summary
g. List of references
What do I mean by comparing your findings with literature is this: Say, for example, You interview Mr. Ahmed at XYZ company and you ask him many questions related to the change. Mr. Ahmed said that when it came to resistance most middle managers resisted the change and we tried to force them to implement the change. You can then write something like During the interview with Mr. Ahmed, who is the CEO of XYZ, he mentioned that most of the resistance came from middle managers and the top management tried to force them to implement the change. According to Jones (2012), most of the resistance actually come from middle managers because most of the burden of change actually falls on their shoulders. However, Smith and Taylor (2016) argue that it is wrong to force employees to change. Instead they should be convinced to change to change rather than forced to change. You see my dear learners how you first reported a fact based on your interview (this is your findings) and then you immediately compared your findings with what literature say about these issues. This is exactly what I mean by ‘compare your findings with literature’.
2- You must use Harvard style for citations and referencing. Avoid plagiarism by making proper citations. You are not allowed to use any other referencing style.
3- You must NOT exceed 15 A4 pages including the cover sheet (if you must use one) and the references page. No need for table of contents.
4- You must use Dubai Font or Times New Roman font size 12 at 1.5 spacing.
5- I don’t mind you using websites for information and reference, but remember that the Internet today is full of clutter and I strongly urge you to rely more on papers published in reputable journals.
6- You MUST submit (upload) through Turnitin NOT by email. Only MS Word file will be accepted. Any submission will be considered as a final submission.
7- The group size must NOT exceed 6 members (minimum 5) and ONLY one member of the group should submit the assignment and MUST clearly state the names of all learners in the group. All learners will be assigned the same mark. I hope you have already formed groups and made use of the forum I created for you in week 4. Doing the project on your own is NOT an option. It is YOUR responsibility to form a group. Please DO NOT come to me saying I cannot find a group.
8- The strict deadline is on 10 November, 11:55pm. Any assignment submitted later than this date will automatically lose 5 marks for each day. No excuses will be accommodated.
9- Please note, that if you break any of the rules above you will lose a lot of marks. Please stick to the rules.
10- Excellent Group Projects will be selected as papers for a Conference – It is considered as a huge achievement to be a published author.
